The $1 million for the conversion program would come from money from a court settlement that was set aside years ago as a line of credit for the IGU. The assembly will be asked to revoke that line of credit under Ordinance 2019-20-1I. The measure states that the IGU board holds that the line of credit is no longer needed.
The utility is also waiting to hear whether AIDEA will give IGU permission to issue state-backed revenue bonds between $50 million and $75 million, which would be partially used to repay the loans.
