The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

DUI

Yvette Albaugh, 35, of North Pole, was charged with driving under the influence and two counts of violating conditions of release Tuesday after North Pole police responded to a report of a woman passed out in a 2019 Dodge Ram 1500 pickup truck on Otter Drive. When police arrived the truck was running and Albaugh was asleep in the driver’s seat, according to charging documents. Albaugh failed field sobriety tests and registered a breath-alcohol content of 0.226. Police found two small wine bottles in Albaugh’s truck. A records check showed Albaugh was on conditions of release for a June 30 DUI charge and was not allowed to possess alcohol. 

Multiple charges

• Adam Jacob Chisholm, 27, of Anderson, was charged with fourth-degree assault, two counts of disorderly conduct and violating conditions of release July 28 after Alaska State Troopers responded to a report that he was being assaultive at the Family Music Festival at the Anderson Campground. Chisholm was detained by security and handcuffed to await a trooper’s arrival, according to charging documents. A woman told the trooper that Chisholm was intoxicated and made lewd, obscene and unwelcome comments to people at the festival. She asked him to leave and he pushed her down. A man came to her aid and Chisholm made obscene comments and challenged him to a fight. A records check showed Chisholm was on bail for a March felony and misdemeanor assault case and was violating conditions of his release.

• Jerrico Jajuan Turner, 25, of Fairbanks, was charged with driving under the influence and fourth-degree assault July 28 after Alaska State Troopers stopped him for driving at 83 mph in a 60 mph zone on the Richardson Highway. Turner admitted to drinking several shots of alcohol about seven hours earlier and to smoking marijuana immediately before driving, according to charging documents. Turner failed field sobriety tests and registered a breath-alcohol content of 0.003. Troopers found an open bottle of Crown Royal in Turner’s vehicle and a Century Arms handgun underneath the seat. 

• Kevin Arthur Glynn, 37, of North Pole, was charged with driving under the influence, endangering the welfare of a child and fourth-degree weapons misconduct July 26 after Alaska State Troopers responded to a report of a vehicle accident at mile post 333 of the Parks Highway. The caller said a truck hit the mile marker sign and lost its trailer, which flipped and spread debris on the road. Troopers found the truck parked on the shoulder with Glynn and a child standing next to it. Glynn told the trooper he swerved to avoid something in the road and the trailer jackknifed. Glynn told the trooper he had a handgun in the center console of his truck and admitted to drinking a beer in Talkeetna earlier in the day. Glynn failed field sobriety tests and registered a breath-alcohol content of 0.190.

• Dustin Lee Frank, 22, of Fairbanks, was charged with felony first-degree vehicle theft, failure to stop at the direction of a peace officer and reckless driving Monday. According to charging documents, Frank was driving a Ford Ranger pickup truck at excessive speeds on Airport Way and an Alaska State Trooper had to take evasive maneuvers to prevent a head on collision. The trooper attempted to stop Frank but he failed to yield for about a mile. Frank told the trooper he borrowed the truck from a friend but didn’t know the friends name. The registered owner said he left the truck at the AT&T parking lot on Gaffney Road with the keys in the gas cap about a week earlier and Frank did not have permission to drive it, according to the charges.
