Fairbanks Chamber of Commerce CEO resigns over gas line letter

FAIRBANKS -- The chief executive of the Greater Fairbanks Chamber of Commerce resigned Monday immediately after the chamber’s board of directors approved a letter saying the natural gas pipeline proposal of ConocoPhillips and BP has a better chance of success than TransCanada’s proposal.
Chamber CEO Jewelz Nutter said the board’s vote clearly supports the oil company’s pipeline effort, which the companies call “Denali,” over any other.
In a letter to Gov. Sarah Palin and the Legislature, the chamber wrote it “views the Denali project as representing a high opportunity for success, particularly in comparison to a TC Alaska project absent strategic partnerships.”
But the letter ultimately recommends that the Legislature and Palin pull the oil companies — usually referred to as the “producers” — pipeline builders and other stakeholders together into a common project, which the chamber says significantly increase the odds of a pipeline being built.
A 12-1 chamber board vote approving the letter prompted Nutter’s resignation.
“It is my belief that today’s board action will be detrimental to the reputation of this organization,” Nutter said, reading from a letter she had prepared prior to the meeting. “It is my concern that the membership will draw inference that there is a conflict of interest regarding our current board chairman’s company and the advocacy of the board to support the Conoco/BP Denali project.”
Chamber board chairman Rick Solie is director of the northern region office for ConocoPhillips. Following a brief welcome at lunch Monday, he turned the gavel over to chair-elect Jack Wilbur and left for a doctor’s appointment.
Solie said later in the day that he was not involved in discussions about the letter, including the scheduling of discussion before the board, and did not attend committee meetings when the topic was discussed.
“I didn’t attempt to influence the board or committees in any manner,” he said.
Chamber member and BP employee John Ringstad, who also serves on the governmental relations committee, likewise excused himself from all discussion on the matter. Wilbur said he has never had occasion to question Solie’s impartiality.
Solie said he was “surprised and disappointed” that Nutter resigned in the manner she did.
“She impugned the board, and that’s not right,” he said. “The board had a process that they followed and Jewelz should have respected that.”
At Monday’s noon meeting, discussion weighed various aspects of the pipeline proposals and the letter itself.
Charlie Boddy, vice president of governmental relations for Usibelli Coal Mine, cast the lone dissenting vote after commenting that the letter is “strictly a no vote on AGIA from this chamber” and serves little purpose.
“It’s hard for me to envision how this community loses with either pipeline,” he said. “When you choose one over the other, you better hope you choose right. Fairbanks stands to gain a lot by either project going forward.”
Wilbur said following the meeting that while much of the pre-vote discussion weighed the two pipeline projects against each other, he believes votes were cast supporting the letter and a call for everyone to work together.
Margaret Russell, general manager at Seekins Ford Lincoln Mercury, served on the committee that drafted the letter. She said it is “very appropriate” that the chamber weigh in.
“We need to very quickly move from an oil economy to a natural gas economy,” she said.
Neither the Alaska Chamber of Commerce nor the Anchorage Chamber of Commerce has taken formal positions on the pipeline.
Alaska Chamber of Commerce president Wayne Stevens said the group has debated the pipeline proposals at length. While members agree the chamber should issue a statement, consensus hasn’t built around what the message should be, he said.
“Our position is, build a gas line,” Stevens said. “We are not prepared to say that one is better than the other. Each of them bring their own strengths to the project, each of them have their own challenges.”
TransCanada, BP and ConocoPhillips are all chamber members, he noted.
Anchorage Chamber of Commerce president Stacey Schubert said her organization is monitoring the legislative hearings on TransCanada’s proposal and is working to be an educational resource for members.
The announcement of the Denali project, coupled with the administration’s approval of TransCanada’s application under the Alaska Gasline Inducement Act, prompted the Fairbanks chamber’s action, said Brian Hove, chairman of the chamber’s governmental relations committee. He was largely responsible for the development of the letter.
In short, Hove said, the TransCanada proposal is a good opportunity for Alaska, but several outstanding issues limit the plan’s chances of success. Denali has a “leg up” with gas to commit, offering better odds, he said. Best of all, however, would be all parties coming together to craft a single proposal that would get a line built efficiently and economically, he concluded. He also advocated allowing Exxon Mobil to develop leases on the Point Thomson unit.
“I think it’s something as a body we can support,” Hove said.

There's more to this story than just objection to a chamber endorsement. People leave jobs for many reasons, and this is no different. Ms. Nutter needs to be forthright about other reasons why she is leaving.

Ms Nutter shows integrity in her decision to resign as executive director of the Greater Fairbanks Chamber of Commerce. Given the three-day special hearings just concluded by the Legislature concerning AGIA, the Board may have been too hastly in picking sides in the contest. I hope the organization is able to find a person of similar abilities and character as her successor. It may prove difficult.
Face the facts. Under junior president Carter, this same plan failed miserably.

You delete a comment regarding Rick Solie being arrested because some of the details given where unverifiable however you leave in several comments from people who claim to know Jewlez's mind and the "real" reason she quit when such comments are sompletely unverifiable as well. I understand your reason for censorship. I simply ask that you be consistant when doing so. If said comment on Rick is deleted then comments about Jewelz quitting for secret reasons should be deleted as well.
Also i would like this post deleted along with the comments regarding Jewlez decision to quit since i mention them here and don't believe any such alegations which are unverifiable should be in any of these post's.
Having been to several luncheons with the Chamber and time and again watched as Rick Solie changed the speaker schedules so that Oil speakers could get up in front of the crowd and speak time and again, especially during critical times such as when the first proposals where given for consideration and Conoco Phillips proposal was rejected, I can't say im very surprised that the board of director's for the Chamber voted to send this letter. The Chamber has become more of a puppet PR firm for Big Oil and less an organization advocating small business since Rick became chair of the board. The community and small business in particular took a big hit today with Jewelz's resignation and I fear without her to keep them in check the PR campaign from the chamber will continue at the expense of small business and the economic well fare of Fairbanks. Any who agree with me please let your feeling be known.
I agree with you BadByrd. Funny how the goose and gander thing really means nothing when you come right down to it. The Newsminer makes oodles of dollars off the producers in advertising. Jewelz is an ethical and honest person and quite frankly that probably irks Solie. Many of us wondered aloud how Conoco kept Solie on after he plead no contest to his DWI. They do after all have a zero tolerance on that sort of thing. I guess in Solie's case they made an exception. But I wonder why they (the News Miner) didn't join the lawsuit to release the arrest tape the University had. Maybe there's more to that story too as Solies comrades are suggesting thare are to Jewelz'z. Let's find out! Hey Rick, What's on the tape that people in very high places took such extraordinary measures to prevent the public from seeing? Wonder if there's a copy someone could post on You Tube.
Probably off topic, but I just finished reading "The Firecracker Boys," and we must remember, the Fairbanks Chamber was gung-ho for Project Chariot, too. Even if there is more of a reason for Jewelz's resignation, it takes guts to stand up when your livelihood is on the line.
Is there anything more worthless than the Fairbanks Chamber of Commerce? I think its a ringing endorsement for TC if the FCC is against it.
Rod, this is not about you and me talking. It is about your weak attempt to curb discussion in comments in a selective manner. You and I both know that when this was put up on the "internets" it would be a hot topic. If something is put up that is personal then pull it. Public officials are in the public eye and public records prove the statements I read here. I can understand your quick pull, I dont condone it though.

This is the reason Nutter gives for her resignation, as stated in her letter that is downloadable from this story.
The Fairbanks Chamber of Commerce might want to keep in mind BP is in a tussle with Russians in a joint venture in that part of the world. And the out-come might have some repercussions, that some wise folks might want to keep an eye on.
When you are in a horse race, it's best not to bet the homestead on the nag headed to the glue factory.

Listen, Julie, Rod, I dont have a ax to grind here but you are wading into the deeper side of the Fairbanks pool. This event is very substantive, it has deep ramifications. The events that lead up to, during and after this event are all connected. You at the DNM need to look a lot closer at the "substantive" issues here and report clearly and might I add truthfully. Fairbanks deserves that of you.
Let the comment section be just that...comments. You on the other hand are going to be held to a higher standard...reporting.

Hope everyone read the letter from the Greater Fairbanks Chamber of Commerce to the Governor. (click third paragraph, third word of this News Miner article). Then read third page and conclusion.
Perhaps the News-Miner staff should have mentioned the recent EXXON Point Thomson issue AND the oil tax concession in addition to the Denali project, as being part of the GFCC letter, too.
Sounds like Solie should have recused himself. Maybe he needs time to think things over. Solie: take the time to ruminate. Go for a drive. Bring your wife. But avoid the university area this time.

How much did that big, fancy, advertisement in the Sunday News-Miner by ConocoPhillips cost? And how many more ConocoPhillips advertising dollars will be given to the News-Miner in the near future?
What a black eye for the Chamber, and ConocoPhillips. Maybe if ConocoPhillips had folks who were highly regarded representing them in our community this type of PR disaster would not have happened.
BTW- I've seen that arrest report others have referred to. Wow. Shocking. And it was not the first DWI for the Conoco Representative.

If we had real reporters in this town then that arrest tape would have been on the news the next day. The good ol' boys always watch out for each other in this town and state.
There was no pressing need for the Fairbanks Chamber to write this letter to the governor. The governor has already approved Trans-Canada and forwarded it to the legislature. It is our of her hands now. At this stage in the game it really raises some credibility issues when the Chamber throws almost unanimous support behind a project that does not appear to be in the best interests of the people of Alaska. When something like this comes to light all you have to do is follow the money trail and it all starts making sense.

I agree with DNM's view that many of the comments that have been posted are not pertinent to the story. The story really is that a select group of indiviuals (including Solie) have decided that they are representing the interests of Fairbanks businesses (or least GFCC). Personally I don't believe that the letter from GFCC is representative of Fairbanks businesses.
I am asking that DNM investigate the GFCC letter. I think asking GFCC member busnesses what they think would be a great start.

I appreciate what you are trying to do, but don't necessarily agree with your methods. Solie's records are public, and as a public figure he should understand that this issue (his DWI) will never fade, but out of respect to the many who use DNM's comments section, please try to be a bit more civilized with your talking points. We are not "entitled" to post whatever comments we can simply because we have the capability, no more so than the News-Miner has an obligation to continue allowing us to post. We must excercise tact and courteous behaviors, or this privledge to post will be revoked.
ConocoPhillips has their own policies and can see fit to excercise them at their discretion, so Solie's employment is hardly relevant in regard to his personal actions or faults.
I agree, however, that his employment is a conflict of interest with his dual position as FCofC Chair. Ringstad and Solie can excuse themselves all they want, ... but in the end, they still are voting members of the board and STILL voted for the letter. As the reporter spells it out, the only dissenting vote came from Charlie Boddy (who is a Usibelli Coal employee and advocate).
Excellent idea BigMike. It is clear from the posts here that this is a hot topic and something the ppl want to know more about i second the idea that DNM should do some more investigative reporting and find out exactly how the GFCC members feel on this issue. Perhaps dig up a little corruption along the way, that would really sell some papers, Imagine the headlines, "Is BIG OIL using a community to press its own issues?"

NON-Lemming i understand where your coming from and agree being a bully isn't always the correct path. However on this issue there was no other way since the DNM made it clear through censoring that they wouldn't allow Rick's past be brought to light and considering he is being veiwed as a major player in this issue i felt it was pertinent. As Jewelz stated sometimes perception is reality. Reality is Rick works for Conoco. Perception is Conoco is using him to run our local Chamber. Something not neccesarily outlandinsh considering that a small local Chamber has taking a stand on a state wide issue that really doesnt concern them (local business wins either way) while the state chamber has refused to take a side.
I publicly apologize to all posters here who i may have bothered in my successfull attempt to get the message board back up on this post but sometimes drastic actions are necessary when facing something stronger than yourself. I believe Jewelz has shown us that.
Badbyrd - do you have any concept of what libel is? The DNM is responsible for everything posted here. When people start posting things that could be considered defamation of character and they can't be easily verified by a reputable source, the DNM are fully within their rights to remove that comment.
Yes, arrests are public record. However, in this case, I don't believe that the details of the arrest have been officially released. It's one thing to say "so and so was arrested" and it's another to say "so and so was arrested with a strung out hooker, and they bribed this other guy to keep it hush hush".
The first statement can be verified, the second one can not, and opens up the DMN for a lawsuit.
The DMN is allowed to edit and delete comments in order to protect the users of the website, and themselves from attack or legal action.
If you really feel that your rights to free speech are being that infringed go stand on a street corner and yell whatever you feel about this topic. Thats still perfectly legal.
Also, I would bet money that the program that manages the user accounts tracks IP addresses. You can use all the different long in names and e-mail addresses that you want, but unless you start switching computers every time you make a new account your IP address will be the same or very similar, and the DNM will be able to track you.
I would like to see a FDN story on this topic. Especially if no other Chamber Organizations in the State have taken a position?
This sounds corrupt. I would like to know who all voted and whom they represent if they represent all of the chamber members.

After a breif investigation i have found that on Aug 30 2003 Rick Solie was arrested at University with his WIFE in the car. He was drunk and refused a breathalyzer. Video and audio footage of the episode have been with held despite a lawsuit against the university from the university paper. All the info you need on that case is can be found here

For this second arrest he recieved 3 days in jail.

I hope now that this issue is settled we can get back to the story at hand because i believe it will have far reaching effects for our community.

Aidey is generally correct. DNM is not censoring comments as part of a vast conspiracy involving Freemasonic Jewish Islamic Reptilian Aliens or something. There are legal reasons for censoring some types of comments, mostly because of British libel law which unfortunately have been applied to American businesses for really pathetic reasons.
Cold, in regard to changes online, we update the stories as needed or when a preliminary story is overwritten with the one that goes in the print edition of the paper. That's the beauty of online publishing -- get things right the first time, but if more information comes in, feel free to update. I've seen plenty of blogs do the exact same thing when new information comes in or something is corrected.
DNM is not "censoring" anyone in regard to your rights of free speech. This is THEIR website, they control it, period. If they want, they can approve or disapprove accounts at will and can completely do away with the comments capability whenever they want. Stands to reason then that, from time to time, the editors will eliminate a thread or user or post THEY deem, .... well, whatever they want. Be it offensive, disrespectful, politically motivated, time of the month, ... whatever.
Does it make them look bad? Of course, it has the appearance of censorship in almost every way, ... though it is not. It is good policy for DNM to oversee the content of these comments, ... and yes, from time to time, interject when comments are way off base or have no merit. By and large, however, DNM should recognize the will of their users and leave well enough alone as a standing policy.
Here's a correction to an earlier post:
Non Lemming’s comment regarding Rick Solie and John Ringstad voting on the letter yesterday is incorrect. John Ringstad is not a Chamber board member and Rick Solie left the meeting prior to discussion of the letter and did not vote.
Lets talk about what these multinational corporations try to do when they hire local PR flacks like Richard Solie. First, these PR guys are not supposed to embarrass the corporation they represent. That is counterproductive.
These major oil companies have a straightforward objective: Take as much money out of Alaska as is possible.
The local PR flacks are supposed to help with that objective by providing intelligence to their bosses about what is happening on the local scene. They also smooth the way for Big Oil to take as much money out of Alaska as is possible by buying artificial good will.
The fiasco that Richard Solie was responsible for with the Chamber brings up questions of integrity and is a PR disaster for ConocoPhillips.
The inevitable questions that arise about Solie's past criminal behavior only fuels the fire...
Why does ConocoPhillips keep Solie? If the comments posted here on the News-Miner web site are an indication- he and the corporation he shills for are despised.

The fact is the eye is already black. This is just taking the makeup off so people can really see and understand completely what the Fairbanks Chamber of Commerce stands for!

I stand corrected, or "owned" as Hybrid claims.
My concern then is the use of "12-1" in the story. The appearance of a comparison figure like this suggests ALL board members were either present, or voted. Exactly how does the Chamber board work? Who can vote and who can't, ... I have a copy of the Chamber guide on my desk, ... there are 25 board members who have either been elected, appointed, or selected, ... how many of these members can vote? If all, then why did the Chamber push the letter, when 13 other board members did not vote on the issue?
Just out of curiosity, was an effort made to interview Jewelz Nutter for this story? Mr. Solie told your reporter “She impugned the board, and that’s not right.” That's pretty strong language. She should have the opportunity to respond. Will there be a follow up? Clearly Ms. Nutter feels this decision impugns the board. Perhaps a pair of Community Perspectives, one from Nutter, one from a member of the board? Given the heat this is generating, the News-Miner should attempt to give all sides ample opportunity to comment.
This strikes me as akin to Tom DeLong's problems with being renominated to the GVEA board. A local body that should have the trust of the community appears (at least to outsiders) to be pushing an inside agenda. One individual stands up to the group and gets ostracized. Clearly a healthy segment of the population sides with the lone dissenter and holds the other members of the body in deep suspicion. With GVEA, members had a vote and decisively went against the wishes of the board. This is not an option with the Chamber of Commerce. The Chamber has deeply damaged its credibility with this move, and as comments on this forum indicate, the Chamber already had precious little credibility left to damage.
We've got a choice here. We (readers, the newspaper, Chamber of Commerce, etc.) can find better and more productive ways to communicate, or we can all go home angry. Has the News-Miner ever considered creating an ombudsman position? I've seen quite a bit of anger directed at the paper not just on this thread, but on many others as well. Perhaps it's time for a go-between person who can address some of the issues raised here. It's important that a paper be trusted in its community, and I think for the most part this one is. However, there are some sore spots that, left unaddressed, will eat away at public trust and ultimately reduce circulation. We need more communication, not less.

Kelly - I really appreciate what you do. I can only guess what the pressures of being a newspaper editor must be like. In my work If I don't get a document done there is always tomorrow. You have to produce a paper everyday.
I also know that the newspaper walks a fine line in reporting about their major advertisors. However, the DNM would regain a lot of respect from the Fairbanks community if they looked into issues like this one.
People should also check into what politician Rick Solie's wife used to work for. Governer Murkowski. Yes it was during when Murkowski was pushing his "deal" with the oil companies.
Hmmmm does that raise any red flags? The plot gets thicker the deeper you go.
DNM, I appreciate your newspaper and the fact you allow comments. We should all try to be civil and "above board" with our comments. I really could care less about Mr. Solie's drinking habits, or even if he has or does not have drinking habits. I do care about Fairbanks, and I think that Jewelz Nutter is one heck of a lady for standing up to her principles. I think BIG OIL is sweating, and they are grasping at straws to stop AGIA, the current Administration, the people of Alaska and anyone else that is messing with their monopoly. I think the good people of Alaska should take the bull by the horns and ride it like we stole it....let the chips fall where they may!! Also, if I were a business in the GFCC, I would be looking for some resignations, or be cancelling my membership in an organization that appearantly is NOT out for the best interest of Alaskans!!!
Yes, Big Oil does have a monopoly on oil. There isn't much we can do about that. They will do all they can to stop AGIA. They don't want to loose their monopoly on the Gas. Governer Palin and Tom Irwin have done a good job looking out for the interest of Alaska.
Read the letter written by the chamber of Commerce. This letter sounds like it came directly from the oil companies press department. Hmm Who at the Chamber is the Vice President of Conoco Philips? Rick Solie the Chairmen of the Board.
Big Oil is grabbing at straws and squirming. Alaska we need to stick together! Our grandkids are relying on us! We gave it away on the oil lets not do the same on the Gas! This is our grandkids future!

The State of Alaska takes home 3-4 times more profit on a bbl of oil then any of the producers here right now.
No where else in North America has as high of a tax on oil prodcution as here in Alaska.

Simple. We gave big Oil a monopoly. There is no competition. Big Oil holds all the cards. Who else is going to drill for oil? How are they going to get it to market with Big Oil owning the pipeline? Only competition is what Big Oil sets up. Competition is good for Alaska.
This is what Palins AGIA gives to us. Maximum the benifit to Alaska. Big Oil is fighting for there life to loose their monolopy on gas! There are not thinking for Alaska. They only think of themselves.
