The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.
Assault

• Jeffrey John Banbury Jr., 38, of Anchorage, was charged with fourth-degree assault after a Fairbanks police officer attempted to wake him up Thursday morning at the Super 8 Motel after receiving a report of a man passed out in the kitchen.

When Banbury awoke, he began to swing his arms and grabbed the officer’s arm, creating a bruise, court documents allege.

• Kenneth Paul Thumma, 47, of Fairbanks was charged with fourth-degree assault after he allegedly hit his girlfriend in the head Thursday afternoon in a wooded area off of Harold Bentley Drive.

The woman told Fairbanks police that they had been drinking and Thumma might have become upset about her having an affair.

Thumma faces two additional counts of fourth-degree assault for allegedly punching a woman in the face and pushing his cousin the ground then kicking him Aug. 20 in Nenana.

In that case, Thumma ran into a wooded area before he could be apprehended by Alaska State Troopers, court documents allege.

• Arthur R. Titus, 35, of Venetie was charged with fourth-degree assault and fourth-degree criminal mischief after he allegedly kicked in a door in the 1400 block of Noble Street Aug. 6 and struck his sister in the head.

Titus was reportedly upset that the woman would not give him money.

DUI

• Don Leon Baker, 43, of Fairbanks was charged with driving under the influence after troopers pulled him over early Friday morning for failing to stop before entering the roadway on Chena Pump Road near Chena Ridge Road. Baker reportedly smelled of alcohol and had bloodshot eyes and slurred speech at the time of his arrest. He was also charged with refusal to submit to a chemical test.

• Donald Lee Castle, 54, of Fairbanks was charged with driving under the influence after troopers stopped him for weaving early Thursday morning on Peger Road near Phillips Field Road. A chemical test found his breath-alcohol content to be 0.128. The legal limit is 0.08.

Fraud

A transient Healy resident attempted to cash a $3,000 check Thursday that was fraudulently received as payment for an online vehicle sale, according to troopers.

If the check had been cashed, the resident would have been arrested. Troopers are investigating the source of the check.

Theft

A woman in the 1200 block of 20th Avenue told Fairbanks police Thursday that she saw a man take mail out of her mailbox, put it in his pocket, then run to a nearby apartment complex.

The woman had recently found her mailbox open and with mail missing, according to Fairbanks police records.

The suspect was described as a black male in his 20s.
