The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

Multiple charges

Fewer than 10 days after pleading guilty to drunken driving, a Fort Yukon man is back in jail on charges of vehicle theft and another DUI, among assorted other charges.

Clifton Jonas, Jr., 19, was arrested by Fort Yukon police early Saturday after police received a call from a woman in the village who said she almost was struck by a speeding truck. The woman told police she thought the truck was stolen because she knew the owner was out of town.

Police located the truck about 10 minutes later on Barge Landing Road. When the officer pulled up behind it with lights flashing, the driver took off. The officer pursued the truck, which nearly came to a stop several times. Each time the officer tried to exit his patrol car to contact the driver, the driver took off again. The officer finally pulled alongside the truck and yelled at the driver, who he recognized as Jonas, to stop.

Jonas pulled into the driveway of the truck’s owner, and he and two passengers jumped out and fled. The officer caught Jonas after a short chase and arrested him. Jonas admitted stealing the truck and drinking too much. He refused to submit to a chemical breath test, for which he was charged.

Jonas, who pleaded guilty to a DUI charge on Aug. 19, also was charged with driving with a revoked license and failing to stop at the direction of a peace officer.

Four hours later, while waiting at the Fort Yukon airport to be transported to Fairbanks Correctional Center, Jonas was accused of trying to pull away from and fight with the officer. The officer had to take Jonas to the ground to regain control of him and cuff his hands behind his back. Jonas was charged with misdemeanor assault and resisting arrest.

DUI

• A Fairbanks man was arrested and charged with DUI and harming a police dog after police received a report he was passed out behind the wheel of his car with the engine running in a parking lot on Davis Road.

Police found Dallas Cole Hight, 24, asleep in the driver’s seat of the car, which was revving so fast flames and melting objects were dripping from the engine compartment, according to a criminal complaint filed by police.

The officer shut the car off with Hight still sleeping behind the wheel and had to wake him up. Hight admitted drinking five mixed drinks at the Gold Rush Saloon earlier in the night. He failed field sobriety tests.

After being arrested, handcuffed and placed in the back of a canine patrol vehicle, Hight became violent and began screaming and banging his head against the dog kennel in the vehicle. Hight yelled so loudly at the dog, K9 Stryker, that it caused the dog “great mental and physical stress,” according to the criminal complaint. Hight continued to torment the dog despite repeated warnings to stop. Hight was charged with harming a police dog.

During the 15-minute waiting period at the police station for a breath test, Hight became aggressive and spat on the video monitor that was relaying instructions on how to take the test. Hight tried to pull and rip the electrical cords and equipment off the wall. He was restrained by two officers before submitting to a test that showed his breath-alcohol content to be 0.125 percent, more than the legal limit of 0.08 percent.

• Alaska State Troopers arrested Nathaniel McDonald, 22, on a DUI charge following a traffic stop early Sunday. Troopers stopped McDonald at 12:44 a.m. for failing to stop at a stop sign at the intersection of Frank Avenue and Schacht Road.

McDonald displayed signs of intoxication, admitted drinking a beer at a bar and failed field sobriety tests. His breath-alcohol content was measured at 0.092 percent.

• Jeffrey G. Dick, 28, of Fairbanks, was arrested and charged with DUI after Fairbanks police pulled him over for speeding early Sunday morning on College Road. Police clocked Dick going 53 mph in a 35 mph zone at 2:30 a.m.

Dick had pulled into the Tesoro gas station at the corner of College Road and Illinois Street.

• Dean Kyle Gallagher, 18, of Fairbanks, was arrested and charged with driving under the influence of drugs after being pulled over by Fairbanks police early Saturday morning.

Police stopped Gallagher at

3:20 a.m. on Gaffney Road for traveling

42 mph in a 15 mph zone. His eyes were bloodshot and he seemed confused, the officer said. Gallagher’s tongue was green with raised taste buds, an indication he had been smoking marijuana.

Gallagher admitted smoking a small bowl of marijuana two hours before driving. He failed field sobriety tests and a drug recognition officer determined he was under the influence of cannabis and unable to drive safely. An oral fluid test of Gallagher was positive for THC.

• North Pole police arrested Fred Garza, Jr., 29, of North Pole, on a charge of DUI after stopping him Saturday for speeding on Badger Road. Garza was clocked traveling 75 mph in a 55 mph zone. In addition, the officer observed him twice fail to signal a turn and swerve out of his lane several times.

Garza appeared intoxicated and admitted drinking seven beers during the course of the night. A chemical test measured his breath-alcohol content at 0.118 percent.

• John Richard Slater, 55, was arrested and charged with DUI following a traffic stop Friday night. Troopers pulled Slater over at 10:54 p.m. for failing to signal when changing lanes and having no mud flaps on his vehicle.

Slater smelled of alcohol and appeared to be intoxicated. He admitted drinking at a friend’s house and failed field sobriety tests. His breath-alcohol content was measured at 0.101 percent, according to a chemical test.

Assault

A North Pole man was charged with felony assault for allegedly shoving the

15-year-old son of his girlfriend into a wall and putting him in a headlock, choking him.

Jason Benjamin Cornelius, 37, was arrested Thursday by Alaska State Troopers after troopers received a call from the Office of Children’s Services regarding injuries to the boy.

The boy told troopers that Cornelius, who lives with the boy and his mother, became mad when he called him “dude” and grabbed him by the shirt before shoving him into the wall. Cornelius is accused of picking the boy up by the waist and slamming him onto his bed. The boy hit his back and head on textbooks that were on the bed.

Cornelius then allegedly put the boy in a wrestling headlock and cut off his air supply for approximately 20 seconds. The boy’s mother had to pull Cornelius off him, the boy told troopers.
