U.S. Sen. Mark Begich recommended Persily for the job.
The Alaska Democrat says that with more than three decades of experience in Alaska and a decade working on petroleum issues, Persily is qualified for the job.
Begich says the White House has indicated that President Obama wants to elevate the coordinator's office into his executive office to further advance a pipeline.
Persily currently is an aide to Republican state Rep. Mike Hawker, co-chairman of the House Finance Committee.
Persily is a former journalist and deputy revenue commissioner. He was associate director of Alaska's office in Washington, D.C., under Gov. Sarah Palin.
