The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

DUI

• Jessica Rose O’Brien, 26, of North Pole, was charged with felony driving under the influence of alcohol, and her ex-husband was charged with misdemeanor assault after troopers responded to a domestic violence call on Wednesday.

According to court records, O’Brien was driving a car that rear-ended another vehicle at the intersection of University Avenue and the Mitchell Expressway. When the driver of the other vehicle got out to check for damage and make contact with O’Brien, she rolled down her window, apologized and asked the driver not to call the police. She told the man that she had just been backhanded by a man sitting in the passenger seat, who was her ex-husband, Michael J. O’Brien.

The driver of the other vehicle called 911 and followed O’Brien’s vehicle to McPeak’s General Store on Badger Road, where troopers responded. The woman, who appeared intoxicated, told a trooper that she had drank a 40-ounce bottle of beer earlier and she and her ex-husband, who were dating again, began arguing before he backhanded her in the face.

Jessica O’Brien failed field sobriety tests and registered a breath-alcohol content of 0.246 percent, more than three times the legal limit of 0.08. She has two previous DUI convictions from 2003.

Michael O’Brien was arrested on a charge of fourth-degree assault.

• Israel Silas, 34, of Minto, faces DUI and weapons misconduct charges after being arrested by Fairbanks police Wednesday afternoon.

According to court records, Silas pulled up behind a patrol car at the intersection of the Steese Highway and Farmers Loop with his vehicle’s high beams on. When the officer pulled into the left lane to allow Silas to pull up next to him so he could tell Silas to turn off his bright lights, Silas, who was in the right lane, stopped 20 feet behind the patrol car and 70 feet behind the vehicle in front of him. The officer let Silas pass him when the light turned green and noticed Silas’ vehicle cross the median divider and begin weaving. The officer pulled him over on the Johansen Expressway, and Silas displayed signs of being intoxicated.

Silas failed field sobriety tests, and a chemical test measured his breath-alcohol content at 0.277 percent, more than three times the legal limit.

There was a loaded pistol on the front seat of the truck, which Silas said was his that he used for protection against wolves.

• Renate Petroske, 57, of North Pole, was charged with DUI on Thursday morning after she pulled up to the front gate at Eielson Air Force Base and attempted to get on base.

Staff at the base visitor center detected a strong odor of alcohol on Petroske, and she was mumbling as she spoke, according to court records. Base personnel called troopers.

Petroske failed field sobriety tests and registered a 0.089 percent breath-alcohol content on a chemical test.

• Darren Thomas Slater, 41, of Fairbanks, was arrested on charges of DUI, driving with a revoked license and endangering the welfare of a child.

Alaska State Troopers stopped Slater on the Johansen Expressway at noon Wednesday for not wearing his seat belt. The trooper suspected Slater was intoxicated and initiated field sobriety tests, which Slater failed, according to court records. A chemical test measured Slater’s breath-alcohol content at 0.186 percent.

There was a 4-year-old child riding in the back seat who Slater said he was taking to school.

Lost property

A man contacted Fairbanks police Thursday to report that he lost a wallet containing $1,800 in the Bentley Mall parking lot. The man, from New Mexico, put a statement on file with police in hopes someone would turn in the wallet.

Weapons misconduct

Daniel Paul, 27, of Minto, was charged with misconduct involving weapons in the third and fourth degree after Fairbanks police contacted him as a passenger in a vehicle on a drunken driving stop.

According to court documents, Paul was so intoxicated he could barely hold his head when police stopped the vehicle he was in at

5 p.m. Wednesday.

Police say that Paul, who was on felony probation for a February 2008 burglary conviction, reached for a pistol in the center console of the pickup truck when an officer pulled him out of the truck. Police found a handgun magazine in the driver’s door compartment and several knives in the car after pulling it over.
