ANCHORAGE, Alaska - A 55-year-old driver suspected of causing a fatal crash on the Seward Highway in Anchorage has been charged with second-degree murder.

Lori Phillips was arrested Tuesday.

She's also charged with felony assault, driving under the influence of alcohol, driving with a revoked license and reckless driving. Her bail was set at $100,000.

Phillips was behind the wheel of an SUV that collided head-on Thursday with a Toyota sedan.

The other driver was killed. His name has not been released.

A passenger in the sedan, 29-year-old Joyua Stovall, remains hospitalized.

Prosecutors say Phillips has been convicted of three DUIs. She was charged in March with a fourth and was released with the condition that she neither drink nor drive.

Untill we decide that drunk driving is a serious problem this will continue. Treating it as source of income, IE. taxes, will not solve the problem.

If we REALLY wont to stop it we will need to put some real deterants in place.

Some how "they" decided that smoking was costing everyone for health care and put gobs of taxes on cigaretts to help pay those costs, yea sure.

How about raising the taxes on booze to help pay for new jails to put these people in. To let them stay out on the streets will only result in more of the same. A year in jail for the first offence would be a good start. Taking their car, drivers licence, and any car they are cought driving would also help. If it is not their car so what? The banks and car dealers would be more carefull who they sold the weapon to.

Looking at how other countrys handle the problem would be a good start. I think Singaphore has a good program, but the lawyers would just make more money off of sueing us.

It is a serious problem and untill we decide to do something about it, there will be more dead people paying the cost.

Reading the ADN story, it would appear this person was so drunk, she couldn't figure out which way she was driving. She was under court order not to drink OR drive, waiting trial for her 4th DUI. 2 separate individuals reported her for DUI at the time. The cops had been out looking for her from the 1st report.

Interlocken devises are the most realistic solution.
