Ketchikan students question state school funding practices

Students in Ketchikan posted this video about the way state funds are distributed to schools in Alaska.

Don Bockhorst, the Ketchikan Gateway Borough manager, said the history of school funding in the boroughs across Alaska is an unfunded mandate contrary to promises made in 1963 by the Alaska Legislature and governor.
