JUNEAU, Alaska — The state Board of Education has approved requests from 23 school districts seeking waivers from a requirement that they budget at least 70 percent of their operating expenses for instruction.

The board met by teleconference Monday to address this and other issues.

The law requires that school districts budget for and spend at least 70 percent of their operating expenses each fiscal year on instruction. Districts can seek a waiver, which the board can grant if it deems a district's failure to meet the standard is beyond its control.

Education Commissioner Michael Hanley recommended the requests be approved. In making recommendations for each district, he cited reasons such as the cost of non-instructional items, like fuel, electricity and insurance, or low enrollment.
